Fascinating episode! I recall reading that though Odessa was outside of the Czar’s proper reach, his secret police were nonetheless actively on the ground. On the note of Free City startups lacking soul - the Italian government was offering foreigners homes for $1 in Sardinia last year. I wonder if there is opportunity to negotiate with a host nation on “ghost towns” where some architecture and history already exists.
