In 1948, Claude Shannon published A Mathematical Theory of Communication and solved, in a single paper, the problem of how to transmit a signal reliably through a noisy channel. He did it by deliberately excluding meaning from his formal definition of information,a move that was correct for the engineering problem at hand and costly once the rest of the twentieth century adopted his measure as the definition of information itself.
